Kiev to fulfill all conditions to sign gas transit deal with Russia
KIEV, Oct 9 (PRIME) -- Kiev will fulfill all conditions necessary to sign a natural gas transit deal with Russia starting from 2020, Energy Minister Alexei Orzhel said on Wednesday at a forum.
УThe possibility to ensure unbundling necessary to get an independentЕ(operator) of our gas transportation system, and for us to certify our gas transportation operator and sign new contracts starting from January 1, 2020, contracts for interconnection and for transportation,Ф he said.
УAfter the first round of trilateral talks, we came to a conclusion -- and the Russian side confirmed that -- if the Ukrainian side is ready, they will sign the two necessary contracts. We will do it, and I am almost 100% sure that the Ukrainian side will be ready,Ф he said.
Andrei Kobolev, CEO of Ukrainian energy holding Naftogaz Ukrainy, said that Russian gas giant Gazprom will be able to deliver gas directly to Ukrainian consumers and companies after the country implements the E.U. regulations at its gas market.
Gazprom said in a statement that its CEO Alexei Miller had discussed Ukrainian gas transit with Georg Graf Waldersee, a special representative of the German government for gas transit through Ukraine. Implementation of the European regulation in the country should create an independent certified gas operator, but a feasible and transparent tariff policy of the operator is yet to be defined.
If Ukraine fails to finish the work by 2020, prolongation of the existing contract and adaptation of the deal to the current market conditions is the only possible option. Kiev also has to define the amount of gas it plans to buy from Gazprom under a direct contract, as it is necessary for Gazprom to understand the gas transportation capacity that it needs to maintain at the Russian border in order to pump gas to Ukraine.
The current gas supply and transit contracts between Russia and Ukraine expire at the end of 2019.
