UPDATE: Putin offers to create digital center on Russky Island in Far East

(Adds comments from deputy prime minister in last two paragraphs)

VLADIVOSTOK, Sep 12 (PRIME) -- Russian President Vladimir Putin said on Wednesday that the countryТs Far Eastern Russky Island, in several kilometers off the city of Vladivostok, should host a center of digital development.

УWithin our program of the digital economy I suggest establishing on Russky Island a digital development center on such directions as design of software, technologies to store and transfer so-called big data, cybersecurity,Ф Putin said at the Eastern Economic Forum, which is taking place in Vladivostok on TuesdayЦThursday.

Two months ago, a unique innovation course of digital technologies learning took place for the first time on the basis of the Far Eastern Federal University under the national technology initiative, he said.

УThe whole process from gathering an audience to elaboration of individual educational trajectories was built with the use of artificial intelligence technologies. Today, taking into account the gained experience, the Far Eastern Federal University offers a permanent program of training specialists, managers in the digital economy sphere. WeТll expand this practice to other regions and universities of our county,Ф he said.

Putin also ordered the government to work on granting Russky Island a special status to make it possible to test there cutting-edge technologies that are not regulated by the law yet.

УToday new technologies are often ahead of the well-settled rules of the law and certification. We want to lift these barriers, create for the Far East a kind of a space of the future, a space of dream, if I may put is so, of creativity,Ф he said.

УIt should be such an environment where any research team, a group of enthusiasts could get all the conditions to launch startups, implement their ideas and innovation projects, test advanced developments, whose practical use has not been worded into the law yet, including in the field of robotechnics, driverless and maritime transport, medicine, biotechnologies, and ecology.Ф

Deputy Prime Minister Maxim Akimov said that Russky Island could become the countryТs analogue of the U.S.Т Silicon Valley, often referred as the global center for high technology, innovation, venture capital, and social media.

УFirst, (Russky Island) has a concentrated significant intellectual resource. Second, certainly, it would not only be possible but real if we make an attractive educational, financial jurisdiction, I mean to attune special regimes, to make everything possible to create attractive conditions for specialists, digital businesses, and researchers.Ф
